Cruise monitoring equipment plays an important role
Point b, Clause 1, Article 67 of the 2008 Law on Road Traffic stipulates that transport enterprises are required to install vehicle-tracking devices according to regulations.
Decree 86/2014 / ND-CP of the Government also stated that transport business units must ensure conditions for vehicles. Accordingly, the vehicle must be fitted with a cruise monitoring device.
Meanwhile, Article 14 of this Decree specifies the types of vehicles required to be fitted with cruise monitoring equipment, including: Cars used for passenger transportation; cars used in goods transport by container; tractors and trailers; semi-trailers for the transport business and automobiles for the transport business.
This also stated: The cruise monitoring device must ensure good technical condition and operate continuously while the vehicle is in traffic. In addition, the vehicle's cruise monitoring equipment must meet the minimum requirements: Store and transmit information according to the regulations of the Ministry of Transport; Used in state management of transport operations, management of transport business units and provided to the police and inspector upon request.

Before July 2018, all cars used for transport business must be equipped with cruise monitoring equipment
According to Decree 86, for vehicles that have not yet installed cruise monitoring equipment, the installation of cruise monitoring equipment is done according to the following roadmap:
- Before July 1, 2015 for taxis, tractors, trailers, semi-trailers for transport business;
- Before January 1, 2016 for autos used for goods transport business with design payload of 10 tons or more;
- Before July 1, 2016 for cars used for goods transport business with design payload from 07 tons to less than 10 tons;
- Before January 1, 2017 for autos used for goods transport business with design payload from 3.5 tons to less than 07 tons;
- Before July 1, 2018 for autos used for goods transport business with design payload of less than 3.5 tons.
